[mylyn-dev] builds and update site structure

To follow up on the discussion on today's call...

I have posted a proposal for the update site structure of the top-level project:

 317913: [releng] refine update site structure

I have requested a number of Hudson jobs to move the jobs that were
previously running on mylyn.eclipse.org:

 334965: create Hudson jobs for Mylyn
