[mylar-dev] new project in CVS 
There is a new project in CVS that needs to be checked out to run AllTests:
org.eclipse.mylar.ide.tests.

Previously some IDE-specific tests had been tangled into mylar.java.tests,
but with the new resource change context mapping functionality it's time to
separate them.
