I filed this CQ thinking that it had to be set in order to get this bug
fixed:

  [Import/Export] Support bzip2 file compression of archive files
  https://bugs.eclipse.org/bugs/show_bug.cgi?id=81900

But now it turns out that to accomplish that we need to actually write
patches for the Platform and have _them_ file a CQ for Commons Compress.
I guess I should just close the CQ I opened until such time as it's
required.
