well I mostly broke it out because it was not just that jar file but
also the .policy file/s that go along with it and they live in the
lib/security directory (rather like the /lib/security/cacerts keystore
and java.policy in the normal java distribution.
since there are also other files associated with the work I tossed the
jar file in there as well, I can pull it up a level if you think that
is more appropriate of course.
