Jesse,

Why is this jar being distributed in the lib/security directory?

When we moved from jetty-6 to jetty-7 I thought we wanted a flat
structure for jetty jars and only put dependencies into subdirectories
of lib.  Otherwise it just gets too complex to work out what should
be in a subdirectory or not.
