Hi JDT core developers,

I have a plugin that manipulates a project's APT factory path, and I need to check if the project's APT factory path is different from the workspace default factory path. With the current API, this is impossible. I've filed a bug here: https://bugs.eclipse.org/bugs/show_bug.cgi?id=423254

If someone could look at the patch I've posted it would be greatly appreciated. Thanks!
