[jdt-core-dev] API freeze for M9 


The API freeze will occur for M9. In order to ease late adjustments, the
target to finalize our API is integration build of April 20.
Make sure to honor this contract. Subsequent API changes need to be
escaladated.

We want to have all @deprecated/@since comments in place, and reasonable
Javadoc (still can be polished after this point).
