[imp-dev] New IMP web site content now on eclipse.org

Hi Everyone,

I just committed a fairly significant update to the IMP web site (long overdue). I finally got a chance to figure out the way in which PHP was used, and refactor the PHP code so that every page uses the same content on the left (the nav bar) and on the right.

Also, a bunch of content was updated and edited.

Please take a look and let me know what you think.
