I think Carlos summarized it propperly. Plexus is at the core of maven (and the embedder), very much like Equinox, and it lacks an uniform license or committer agreement. 

We have contacted Plexus to help in code provenance checks and Jason van Zyl (project lead) reported to be able to provide the required code provenance as part of the m2e move to Eclipse, but no sooner.

For your reference, CQ3158 captures the conversation with the IP team and this thread contains the conversation with the plexus developers. We also asked the IP team what do they need from plexus committers, since we can get the list from their svn log history, but there's been no response (I think the position is to help Jason and not start a new effort, which makes sense... but has us stopped on that front).
