Thread-topic: RP token disassembly and PPID usage

Does Higgins have any best practices that it recommends in regards to a RP's usage of the users PPID and Public Key in relationship to account linking. Does the current DigitalIdentity use some combination of these values ? Just curious about what Higgins should offer in this regards so that RPs are using practices that minimize any security exposures.
