[higgins-dev] Reorganized Higgins wiki

http://spwiki.editme.com/Higgins  has been reorganized a bit to get ready for a lot of changes and refactorings in M4. The main change is that the “Documentation” section has been broken into M3 and M4 sections. The M4 section is where all new work should go. If something from M3 can be reused as is, then we’ll just add a link to it, but in general the M4 section will contain the newest doc and M3 will not be evolved further.
