It is easier to use the update manager.

And if you want offline update sites, you can download them just as youwould download the SDK or runtime zips; but you need to then use p2 toinstall them via the Help > Install New ...

Using p2 is also more efficient because it will bring in *just theplugins you need* rather than all the extra fluff that might be in thezips (like optional features or docs).
