Curiously? It should show the Eclipse 2021-09 splashscreen (but once bug is fixed for RC2 will again show EclipseIDE 2021-09 splashscreen). The only difference is the inclusion of IDE.

I also saw this with a fresh workspace:

An internal error occurred during: "Load http://www.eclipse.org/oomph/p2/1.0".

Cannot invoke "org.eclipse.emf.ecore.resource.Resource.isLoaded()" because "resource" is null
