The original eclipse-jee-2021-09-M3a-macosx-cocoa-x86_64.tar.gz does open, and curiously showed me the 2021-09 spashscreen.

I also saw this with a fresh workspace:

An internal error occurred during: "Load http://www.eclipse.org/oomph/p2/1.0".

Cannot invoke "org.eclipse.emf.ecore.resource.Resource.isLoaded()" because "resource" is null
