[epp-dev] Dark Theme Versions of EPP Packages

With newer IDEs supplying dark theme by default (e.g. VSCode), should we consider having two versions of EPP packages (dark-themed, light-themed) from the download page so that users don't have to search for the preference and they can start in their preferred mode from the get-go.  It would also advertise that Eclipse works in dark-theme.

It would nice to do this simply by adding an options file that indicates the default and thus could be done post-build and could be automated for all packages.

What do people think?
