Should a Architecture Council bug be resolved just like that by anyone on the
Architecture Council without consultation with the rest of the members?

I don't think this should be resolved as a duplicate of the platform bug. If
anything the platform bug should have a dependency on this one, which has a
wider focus, being an architecture issue.
