Sorry, my intent was just to avoid a duplicate bug for the same issue - I think
bug 50927 is capturing the exact same problem and isn't really specific to the
Eclipse platform sub-project. You're right that I shouldn't have moved the
issue away from the architecture council bucket, since that's really where the
issue belongs. Sorry about that. Since bug 50927 has lots of useful discussion
and several other duplicates already, I have moved that bug to the Arch Council
and will mark this as a duplicate again. If you think there is some distinction
between the two bugs that I'm missing, feel free to reopen and clarify the
difference.
