The current practice of putting the AC mailing list on CC of every new bug
filed against the AC leads to bugzilla E-mail being delivered for all these
bugs. These may be perceived as spam. Also, every AC member who comments on
such an AC bug will receive bugzilla mail twice -- once privately and once on
the List.

Our current policy says that any AC member can take the mailinglist off
bugzilla CC when the discussion is "not interesting" any more. Perhaps we
should be moving to a more agressive approach, where the first AC member
commenting on an AC bug is requested to take the mailing list off CC. In case
the discussion makes an interesting turn, we can always send private
notification to the mailing list e.g. "Look at (URL), because..."

We may also look at different technical options:
(a) Creating an eac-inbox virtual bugzilla user, as originally requested on
    bug 244194. Ask AC Members to watch that inbox.
(b) Create an eac-inbox virtual bugzilla user. Have a Bot run somwhere, which
    notifies the mailing list of *newly added* or *newly CC'd* bugs only but
    not after that.
(c) Change the EAC Bugzilla mailinglist user's E-Mail Preferences to only
    E-Mail when added to a bug.

I like the idea of option (c) since it guarantees a single E-Mail to the
mailing list only, and avoids the extra effort of removing the mailinglist from
CC (which has the added benefit that bugzilla can be searched for all bugs that
have the EAC mailinglist user on CC).

Thoughts, ideas?
