That's very unfortunate.
The easiest way to work around it is probably probing all mirrors via HTTP instead of HTTPS.
Most of the "available" mirrors on the list do support both HTTP(S).
We've encountered the same problem while working with Ubuntu's mirror too.
After making Ubuntu probes our mirror via HTTP, everything looks good.

I guess it's okay to let the users decide whether they want to use HTTP or HTTPS, giving more flexibility.
If it's only for probing, HTTPS shouldn't prevent new mirrors from helping the community.
Instead, Eclipse can then by-default use HTTPS when downloading updates from those mirrors only when needed.

After doing some digging it appears that a security device in our network doesn't like the expired Let's Encrypt CA cert.  While I've scheduled it for an update that probably won't happen until sometime in Q4.

So perhaps the best solution in the interim is for you to 'close' your mirror and you can get it reactivated once we've fixed things.

If the health check is automated, we're expecting to see at least some traffic once or twice every 24h, which we have not..

  Sorry for the delay in responding, we've been a little short handed over the summer.  We've cleaned up the duplicate entry.

Mirrors are automatically activated by our health check tooling.   In this case it seems it's been unable to get a successful download, so your mirror is still being kept 'inactive' until the success rate improves.

We filled the form 2 times while the 1st one was a mistake.
We also sent an email to the webmaster address regarding that but haven't heard back.
