The thing is, the zip (http) link does not work?

The download.php file was missing.  I copied it there, and it looks like it is working now.  Alternatively you can remove the "download.php?dropFile=" from the URL, http://download.eclipse.org/e4/downloads/drops/I20121227-2200/eclipse-e4-repo-incubation-I20121227-2200.zip

That part of the build that creates the build page needs to copy the download.php file as well.
