That file is definitely there.

Maybe you're being re-directed to a mirror that has temporarily removed that file ... I'm not sure how to check where your metadata info is coming from.

the 4.1 M6 SDK should currently be able to install the e4 tools from http://download.eclipse.org/e4/downloads/drops/S-0.11M6-201103121300/repository and the EMF SDK from http://download.eclipse.org/releases/indigo/
