The problematic point is that bundles too are treated like API.  So unless we forbid bundle dependencies, then they are allowed and then it follows that the contract they define must be respected for all time.  So your right but also wrong.:-P

But this is not needed if I use Import-Package because then OSGi handles
this for me or am I completely mistaken?
