The most important template setting is in 

Window > Preferences > Java > Code Style > Code Templates > Comments >
Files

If you have the Copyright tool installed (Eclipse Platform Releng.tools
package), please also update Window > Preferences > Copyright Tool >
"Default Creation Year" and "Default Revision Year".
