Yes, the config program is doing the copying. The config program can also
install unzip the axis2 in webapps directory as well. The web services
installation depends on axis2 already unzipped in the webapps directory.

There's no reason the configDemo program couldn't copy the webapps or the
services directories automatically (or at least prompt the user to do so).
I think I opened a defect requesting this behavior about a month ago.

Yes, that works for me.
That means that the i10 install page will need to be updated about
copying the services subdirectories to
<tomcat>\webapps\axis2\WEB-INF\services.

It's a good idea to separate services from webapps (UI) in the demo
package. As they will be copied to different directories.
Under cosmos-demo, we can add a services directory to hold the services.
