It seems you needn't to do it because functions and methods are not
folded by default. In any case you can configure it with a "C/C++
--> Editor --> Folding --> Initially fold these region
types" preference.

I really dislike folding. I use the outline tab if I need to
move somewhere but with folding on by default it increases my
workflow as when I get to the method I then need to hit a really
small triangle to expand the method I got to.

I agree that folding should be enabled by default. I've

Recently we had a usability
testing for our CDT-based IDE. I hope we will be
able to suggest some enhancements and patches
based on our findings.
One of the questions we had was why we don't
have folding in source editors. I pointed out it
is there but merely disabled by default. I
wonder why it is disabled by default as I am
keen on enabling it in our product.
Are there any technical issues (i.e. unreliable,
performance) that make it non-worthy to be
enabled by default or it is off simply as a
matter of taste?
Thank you,
Eugene
