Thread-topic: Updated Managed Build System proposal

I have updated the proposal in Bug 68232. Changes since the previous version of the proposal are shown in blue text. The major additions to the proposal are:

A proposed extension point for handling project upgrading and conversion.
Details on the command line generation functionality.
Intel’s committed work for CDT 2.1:

Implementation of the new object model.
Reading of CDT 2.0 tool definitions (plugin.xml)
Conversion of CDT 2.0 projects
Implementation of file specific tool options.
