I don't believe we ever did any certification of Eclipse BIRT on government systems. However, the commercial version of BIRT iHub was used in several government systems. In fact, my first government install was for the USAF. But IIRC, the entire reason we had the accessable PDF feature added was for a government client. But I don't believe any of those certifications would have passed on to Eclipse BIRT. But Graham is right, there were a lot of Maximo installs on government systems, and they used a straight Eclipse BIRT install with just a custom ODA for Maximo IIRC.
