[babel-dev] Language Pack bug

Folks,

There was a serious bug in the way the escaped unicode was being 
generated from the Babel database, in that many backslash (\) characters 
were added to escape CR/LF characters, quotes, double quotes, and more. 
The fix probably affects all the Babel language packs, so we should 
carefully test the language packs on the staging area (the staging area 
strings are about 1 month old):
