[actf-dev] Commit rights for Bill Carter have been expired

Chieko Asakawa has expired the commit rights for Bill Carter (bcarter). 
The reason for this change is:

After successful completion of the project restructuring in 2010 [1], Bill
has been inactive on the ACTF project for about a year.
Unless he notifies us that he become an active committer again, Bill will
no longer have committer access to the ACTF Project.
I'd like to thank Bill for his participation and contributions.
