[actf-dev] Commit rights for Mike Squillace have been expired

Chieko Asakawa has expired the commit rights for Mike Squillace
(msquillac).  The reason for this change is:

After successful completion of the project restructuring in 2010 [1], Mike
has been inactive on the ACTF project for about a year.

Unless he notifies us that he become an active committer again, Mike will
no longer have committer access to the ACTF Project.

I'd like to thank Mike for his participation and contributions.
