It appears that some plugins make use of the proxy information obtained in the
Update/Install preferences.

Unfortunately, the Update/Install preferences are effectively a boolean - use a
proxy, or don't use a proxy.

Java supports non-proxy hosts via the system property http.nonProxyHosts

This has been fixed in 3.3 europa. 
See prefernces->general->network connections.

This works in 3.3
