I just wrote a rather lengthy text file in Eclipse and
found that I missed word wrapping.  

I therefore suggest that Ctrl-Alt-F should be enabled in plain text view too, and
just do a basic reformatting of the selected paragraphs to the chosen line
length.  Paragraphs are separated by empty lines.
