It's strange that this method returns an IViewPart but doesn't actually add the
part to a page. Since there is no other API to actually do anything with this
part, at least not that I could find, why doesn't this method even exist on the
interface? Could it be removed or perhaps documented why I client should call
this? Since this is new API in 3.1 maybe it should be fixed up before we ship?

It makes sense not to expose this to clients.
