As of build 2002-03-19, the Show View sub-menu includes the views checked in the Perspective > Customized > View Shortcut and also all the views currently opened in the all perspectives in the page. It should probably not include all the views currently open in all perspective in the page, but just the views open in the active perspective of the page.
Current behavior will not change for release 2.0 To be considered again after release 2.0

Reassigning PR so that patch can be released when reorg is finished.

PR was rolled back due to request to reinstate old behaviour by other users.

Tod, please add the PR(s) from the other users that want the "broken" behavior. I want to understand why those users don't like the fixed behavior.
See Bug 24456. They mention it because PDE and Update do not define any default views for the list like JDT and UI do.
