If your Windows Accessibility settings have stiecky keys enabled you cannot 
shift select text.

STEPS
1) Open a text editor
2) Shift select some text
3) Enable Control Panel-> Accessibility -> Sticky Keys 
4) Attempt to shift select by pushing (the releasing) shift then the right 
arrow key - it will work like the unshifted arrow key

Note this is consistent with Notepad so I suspect this is platform behaviour

Defer as it is consistent with the UI.

As of now 'LATER' and 'REMIND' resolutions are no longer supported.
