If you have sticky keys on and then hit Ctrl and then F7 the dialog disappears 
as soon as it comes up.

STEPS
1) Open your Control Panel
2) Select Accessibility->Sticky Keys
3) Hit Ctrl
4) Hit F7
5) List comes up and immediately disappears

Not an accessibility issue as this is a usability improvement - all of this 
functionality is available via menus. This is also the platofrm behaviour as 
Alt-Tab works the same way (i.e. toggles between last two views).
