This might be a duplicate of bug 36299, but I thought I'd open it anyway and
provide a screen shot showing two occurences of this "feature" when
right-clicking on a twisty (code folding).

Actually, it's 3 occurrences if you count the one on the main context menu as
well as the 2 on the submenu under "Folding". My bad, I can't count today. ;-)

Can't reproduce using Java editor of Eclipse SDK 3.1 M5a

Which editor did you open?
Did you install the drop into a fresh location?
Do you have steps to reproduce?

Steps to reproduce:

1. Open a Java file
2. right-click a code folding twisty, select Folding submenu.

This time I didn't get the %Dummy.label thing, but I did get empty references
to Projection.Toggle.label and Projection.ExpandAll.label.

Did you install fresh 3.1 M5 into an empty directory?
Did you install additional plug-ins/products?

Can't reproduce on clean 3.1M5a install (using Sun JDK 1.4.2_03); perhaps this
is a result of other plugins installed using UM or with .link files or having
imported plugins from the base install into the workspace.

The "dirty" install where I have seen this includes the following plugins:

EMF 2.1.0.I200503100800 installed via UM

plus:

net.sourceforge.phpeclipse 1.1.1
com.something.eclipse.shelled 0.1.0

okay, I've ruled out EMF and the IBM SDK. It's got to be one of the other plugins.
