This is related to TPTP feature 69310 in which a common filter UI framework is
created and be used by all the views as well as import scenario.

This work has started and should be done on March 20th.
It consists to use the common filtering framework after it has been upgraded to 
support host, process, agent and thread filtering and exclude/include attribute.
A risk exists on this as the framework is not frozen yet as on March 13th.
This enhancement has UI/Doc/PII impact.

Now that we have a "3.3" Version in bugzilla, updating bugzillas targeted to 3.3
or a 3.3 iteration so that their Version matches their Target. "future",
"unspecified", "4.0", and "4.1" Versions will not be updated.

As stated after some live discussions, the common filtering system cannot handle 
the existing local one where complex queries, with multiple fields of several 
levels of the model hierarchy are taken into account. A common filtering dialog 
able to deal with that would be very anti-friendly.
The fix consists to add the common filtering coolbar button, to take the query 
into account as much as possible AND to keep all the local filtering with a 
little bit of rewording: 'filter in' is now 'display only' while 'filter out' 
becomes 'hide'.
Code checked in both 3.3 and 4.0.
