The following text is out of sequence:
"This is a sample of the configuration file that will be used by the server 
when it is started. You may edit this file manually using the rules as outlined 
in the document Agent Controller configuration files 
<http://dev.eclipse.org/viewcvs/indextools.cgi/~checkout~/hyades-
home/docs/datacollection/configfile_ref.html>. To load any changes, restart the 
server."

SYMPTOM: It says "restart the server", but the server had not been started yet.
More importantly, this paragraph diverts attention from
the installation sequence by bringing optional details prominently upstream.

Need to check with Intel team to see if this documentation has changed for TPTP 4.0.
