"Team" menu item and "PDE Tools" menu item switch spots on the context menu 
for plugin.xml, when compared to the context menu of a plug-in project.  In 
fact, all non-java files have "Team" at the bottom of that group.  The items 
in the "Compare/Replace With" sub-menu are also in different order for java 
and non-java files.  I suppose some of this is by design, but I think it's 
annoying.  At the very least, PDE Tools for plugin.xml should be in the same 
spot as the project's context menu.

This bug hasn't had any activity in quite some time. Maybe the problem got resolved, was a duplicate of something else, or became less pressing for some reason - or maybe it's still relevant but just hasn't been looked at yet.
