Why not?  The reset operation doesn't take effect until the perspective is opened again.  Couldn't the 
delete happen on perspective closure?

I'm not sure what "resetting" has to do with deleting a perspective, but I think this is essentially a duplicate of bug 23146 which has been fixed.

You can now delete an open perspective from the preferences.
