When doc.properties is available in the .nl\ja and .nl\ja_JP, strings should be
looked-up in both. Currently, once a doc.properties has been found, the related ones (lang and default)
are no longer looked at.

Since before M4 help does not use doc.properties anymore, translatable strings 
can exists in XML contribution files.
