DESCRIPTION:
	(minor)

	If help system cannot find the help it will give an error dialog indicating

	"It appears that documentation is not installed on this machine. If it is installed on
	a remote server, then from Windows -> Preferences...."


	Should this give the user the option of jumping directly to the preference page.
