Eclipse 20020122-I

In Eclipse, tab to the Toolbar (top or side).
Try to activate the File menu using 'Alt F'. Nothing happens.
Tab so that the focus is in something other than the toolbar.
Try to activate File menu using 'Alt F'. The file menu opens.

Works correctly on linux-motif.

This is a bug in Windows.  The tool bar window proc does not pass WM_SYSCHAR to 
the DefWindowProc.

Fixed > 20020122.
