With the current keybinding support for CVS, if the CVS action set is not
enabled keybindings for CVS actions will not work. But this is counter-intuitive
since the popup menus in Team, and the Synchronize View will display the bindings.

The real solution is to support putting commands into the action set and then
registering default command handlers for CVS actions. When a part is activated,
it can override with it's own handler. If there are no parts that contribute a
handler, the default is used.

Actually fixed this too. Trick is to add handler submissions to act as the
default handler for the keybindings, then ensure to register actions with
keybinding service and voila. Will try an release for M4, but may wait until after.

released to M4 with some minor problems already captured in existing bugs.
