Create a GLA packaging doc so products know how to package it.

Make it easier for tool builders to embed GLA into their products.

Reassigning to Nellie as she or her backup will be doing the doc work.

This document will also include programming information on how to use the 
Adapter class (JavaDoc information on API).

The standalone GLA is a new package. It need documentations.  According to 
Dave, there documentation from AC can be reused.

Here is a note from Dave:

tech/drops/3.3.0_20050410_2220.html for the AC GLA runtime documentation.  We 
probably can reuse it but just need to strip out the IBM specific stuff.  The 
Getting Started doc is mostly a regurgitation of some of the online GLA help so 
may not be necessary for the TPTP download page.  It was provided on AC for 
those users that did not install LTA and therefore did not have access to the 
online help.  But for users creating new adapter files they need LTA for the 
GLA editor.

Checked in. I made some small modifications to the file that Dave wrote: 
   1. I added a subheading, "Documentation for consumers"
   2. I changed "Oct 3, 2005" to a JAVASCRIPT to always report the latest
modification date of the file. (This way we won't have to remember to update the
date every time that we change the file.)
   3. Fixed a few HTML typos: & to &amp;, > to &gt; < to &lt;, added a few </a>.

The index.php of the Monitoring project has been updated, as has the index.html
of the main Documentation page.

As of TPTP 4.6.0, TPTP is in maintenance mode and focusing on improving quality by resolving relevant enhancements/defects and increasing test coverage through test creation, automation, Build Verification Tests (BVTs), and expanded run-time execution. As part of the TPTP Bugzilla housecleaning process (see http://wiki.eclipse.org/Bugzilla_Housecleaning_Processes), this enhancement/defect is verified/closed by the Project Lead since this enhancement/defect has been resolved and unverified for more than 1 year and considered to be fixed. If this enhancement/defect is still unresolved and reproducible in the latest TPTP release (http://www.eclipse.org/tptp/home/downloads/), please re-open.
