When shutting down and restarting eclipse many times in a row, I've noticed that
there are cases where the resources plugin takes up to 2 seconds to startup.

Are you saying that is too fast and you want it slowed down?  Please clarify.

It is too slow, because my workspace is empty.

I cannot reproduce this. I just did 30 runs of starting and restarting an empty
workspace using I20041105 (VM build: IBM 1.42 J9-20041111), 2.5 Ghz Win2K, 784MB
RAM).  Resources plugin took an average of 110 ms to startup, with a minimum of
90 ms and a max of 125 ms. This is using the time measurements produced with the
runtime/timing/startup trace option.
