The "Find" command is scoped to "In Windows". The "Find Next" and "Find 
Previous" commands are scoped to "Editing Text". This is troublesome for the 
console which wants to implement find next/prev, but does not include 
the "Editing Text" context. Is there are reason the next/prev are not included 
in "In Windows" (it feels inconsistent, since "Find" is).

Probably historical reasons: FindReplace is contributed by org.eclipse.ui and
find next/prev by org.eclipse.ui.workbench.texteditor.
