How to reproduce:
1. Create a file (a text file will do).
2. In Navigator, r-click on the file and select Properties.
3. Check/Uncheck the 'Read Only' checkbox if it is unchecked/checked.
4. Click Apply command button.
5. Click Restore Defaults command button.

Result: the 'Read Only' check box could not be restored with its original state.

Expected: Some users may interpret ‘Restore Defaults’ to mean revert to the 
state this was at when I opened this window. The button should be reworded to 
more clearly indicate that it reverts to the original system defaults. Perhaps 
it should say ‘Apply Defaults’ or ‘Set To Defaults’.

Should not have a Restore Defaults button for this page since the only editable 
setting is the read only state, and there is no reasonable default for this.

As of now 'LATER' and 'REMIND' resolutions are no longer supported.
