If you change the windows colour scheme all the windows in WSWB recolour except 
for the property browser.  It is expected that the PB would also use the 
standard Windows colors.

Steps To Reproduce: 

1. Open WSWB
2. Ensure the Property Browser is displayed
3. On the Desktop (windows 2000) right click on a blank spot to invoke the 
context menu and select Properties
4. Select the Appearance Tab
5. Click on the white window and change the colour (I used Green) and apply it
6. Note that all the windows in the WSWB have changed to use the new windows 
colour except for the Property Browser

Expected Results:

It was expected that the Property Browser would use the Windows Colours.
